In addition to Thor, check out Quasi's site-
http://quasimotors.gar.net/heated_seat_repair.htm
It's a repair for the 9000, but the seat heaters in a 92 900 are the same.
The controller in the dash is probably just fine. It's normal to hear a clicking sound from it when turning the knob. That's the sound of a relay inside the controller opening and closing. It could be the controller, but most probably it's a break in the seat heater element. Check out the links - it's pretty easy to repair heating element breaks.
