I would be very wary. My guess would be that there's more than just a 'bad turbo'. It might be worth looking at, but be very careful. The assumption is that an otherwise perfectly good car had one part die, and somebody either sold it or traded it in for basically nothing. If the dealer is asking $900, you figure they didn't pay more than $100-200. Also, if the difference between a $900 car and a $2500 (retail) car is a $500 turbo, the dealer could do that himself. Assume there is more wrong with the car - bad pinion bearing, morning sickness in the steering rack, dead battery. Assume that and you can be only impressed.
