I'm not sure if it makes any difference, but I used spray oil with some teflon in it, and the noise and needle pulsation has not reappeared for a couple of years. I think it's probably no better than regular motor oil. I also have seen special speedometer cable lubricant. I'll bet that the special lube sticks to the cable better, but maybe you have to pull the cable to apply it.
Also I was just in my car and you do not have to remove the knee bolster to get at the instrument panel screws, but you do have to get the center console out of the way to get at the screw on the far right.
