Most likely a break in the heater element wire on the seat bottom or a defective thermoswitch (if the car has this style).
If a break the fix is to solder in a short length of normal stranded copper wire to bridge the gap. To get at it you'll have to remove the seat from the car and remove the seat bottom upholstery. A mesh fabric secures the wiring in place on many years. Peel that back where needed. Early 80s cars had somewhat different style heating element.
Carefully inspect the heating element for breaks. In some cases a break will be marked by a small burn/melt spot, but many aren't. The places I've found the breaks are where the thighs rests on the front of the cushion and where the wire transitions from the center of the seat to the outer part, i.e., places where the wire gets flexed a lot.
Some years used a thermoswitch in the seat bottom wiring(about the size of a stack of three dimes) in the driver's seat, others a switch on the dash. If the thermoswitch is bad, replace it, or remove the thermoswitch and wire in a toggle switch in the console.
