question about frayed belt

I'm not that good with cars but I've always wanted a saab. I have an 88T and have been driving it the last two months with no problems. When looking under the hood, I noticed the big belt that attaches to the AC compressor(?) and other parts of the engine is completely off it's track and is frayed. It is the belt with the real big rubber teeth. Could anyone tell me what this is for and why the performance of the car doesn't seem to be affected? Also, I want to get it replaced asap but I'm wondering what it would cost at a saab dealer or is it possible to do it a cheaper way. This probably a simple question to be asking on this site but it would really help me out. Thanks
