i think george's estimate is a little lean but it depends on how much work you are getting done and how many tools you already have..i.e. micrometers, torque wrenches etc. i'd think closer to 1000 before all is said and done. since it is a non-turbo your crank will probably be fine as will the block but bores should be checked for taper. either a shop or an inside gauge. you can clean piston rings with broken and ground off rings or rent/buy a tool. head work is expensive but you can lap the valves yourself for cheap if valve guides still ok. if the engine has not been abused and you do all the work yourself and have the tools you may get by for less...but best be mentally ready for worst case b4 starting. it also depends on how long you want it to run afterwards. for instance. the piston grooves wear and if shot ( but prob ok since non turbo) you are out the better part of 400 just for pistons....!! then the boring since new pistons and rod rebush etc... it adds up REAL fast. i.e clutch pack 180$ if doing it while out. the good news is that even a cheapo rebuild on a saab will last for a long time. you may be able to squeak by with just rings, bearings, and valve lap. you really should get rods reworked though and that is about 120 with new small end bushings. if piston pins shot you will have to get new ones..and so on ad infinitum.....my rebuild ran over 2k but i went all out and ( norse gods willing ) should last for a long time!!! but my first try croaked at 7k....big ouch...had to rebore when throttle body leaked from inside and i could not find it... i was really popular around the house when the bills came in!! :)
