Powersteering assist leaky??

My SAAB 900i (1990, 8-valve, 5-door) displays an unstability at speeds exceeding 65 mph. And the sensitivity towards sidewind is also excessive.
To cure these symptoms I have undertaken several maintenance-tasks (such as replacing shocks, having wheel-alignment set right, tightening bolts/nuts, checked ball-joints and tierod-ends (all fine), replaced universal joints/intermediate steering column.
Now, following a discussion with my local mechanic, I wonder if the instability could be caused by some form of mal-functioning power-steering, such as a leaking fluid-pressure valve allowing steering assist when not asking for it (- driving straight, at high speed). Is this just fantasy, or could this actually happen with a worn steering-rack (it has some 200,000 km on the meter)??
When testing steering wheel for play, there is significant play felt on the wheels outside, when holding against on each front wheel, one at a time. It is like a "clunk", and it resembles/is play.
But, how much play is normal?
Mike
