Most auto parts stores have cheap vacuum/boost testers, I got one for ~$20. To test base boost, just hook it up to one of the lines coming off the intake manifold, then unplug the APC solenoid and test drive. The base boost will be the highest setting you can reach. Going up a hill in third gear with the gas floored is a good test. I have the '84T set to ~5.5 psi.
Hard to tell if you have a problem with the boost. After ~3100 rpm, the APC will taper the boost back a bit. If you find the boost climbs to the top of yellow, then backs off to about 3/4 after ~3100 rpm, thats normal behavior. A upgraded APC box eliminates the taper, available from tuners like SPG9.
I have cleaned the solenoid by removing it and swishing a cleaner around the ports. Boost onset slightly smoother afterwards, or maybe just my imagination...
