It sounds to me like the problem I had with my fuel gauge sender unit. The float absorbs some fuel and sinks a little bit... doesn't float as high as it was designed to. Does your tank indicate Full when you fill it up? If not, that's certainly the problem.
Are you sure about that 18 gallon capacity? My '87 only holds a little more than 16. When I get a steady low fuel indication, it takes about 13.5 to fill it. I can get an intermittent fuel light in a sweeping right-hand turn (cloverleaf onramp) when I've only used about 12.5 gallons, though.
Some fuel gauge sender unit problems can be repaired, such as broken wires or contacts. But a sinking float isn't an easy fix -- your best option is to replace the sender unit.
