If you're going to be doing electrical work, it's time for a DMM. I bought a $50 Radio Shack deal and have been immensely satisfied with it... But maybe you can get away with borrowing or renting one?
The Bentley manual has all the tests you need to figure out where the problem is. Jumper the fuel pump relay (pin 30 to pin 87a) and verify the pump spins. Assuming it does, you need to test for the tach signal. Easiest and simplest place to do it is right there at the LH box. Locate a little 2-pin connector with (IIRC) a blue and a purple wire going to it. The blue one should be the tach signal. Test for voltage of 3-4VDC or 2-3VAC - that's what my '86 S and my '80 900T/16V make. If you've got both those signals but no start, work backwards, testing the ICU then the hall sensor as per Bentley.
Lovely thing about electronics is that they spontaneously go bad... makes this stuff lots of fun...
