If you want fog lights just for looks, then anything will do. If you want them to light up the road, then I'd find a set of brackets from a junkyard and get some Cibié Tango 40, mounted above the bumper. I had Hella 550 fogs, but they didn't do much. I just put on the Tangos, and they're pretty good.
They changed to the bumper style in '87 or '88, so I don't know if you can mount them above the bumper or not with the newer style. I've an '86 turbo, and the fog lights are in front of the little plastic lights bezels between the headlamps and grille. The bumper is already set up for the fog light brackets, if your car didn't come with fogs originally.
Above the bumper has a couple of advantages: the lights are better protected from damage, and it lights up holes better (the light fills holes, rather than skim over the top). The disadvantage is looks (though I don't think they look bad). Yellow cuts through fog better, but has somewhat less light output (due to the filter).
Since they block the parking lights, I have E-code headlamps with city lights (little 4 watt bulbs in the headlamp assembly). Take a look at Daniel Stern Lighting for more info.
