Yep, it happens on mine.
I'm looking for a thicker-walled (more rigid) piece of tubing to replace the original with. In the meantime, I inserted a another piece of tubing inside the other one to keep it from collapsing. This restricts the flow through it (changes the inside diameter), but not as much as having it collapse entirely... though of course, when it's collapsed, there's nothing flowing through it anyway. My aim was to keep the hose from flexing so much that it would break.
I've heard of people inserting a coil spring into the hose to keep it from collapsing. You might try that. If not, I'd say you're either going to have to get the part from a Saab parts place or try to find some good thick-walled hose and make one yourself to replace the soft one you have. (By the way, mine is 15 years old, so I guess it's understandable it should be getting soft now.)
The good news is, having the hose collapse at high vacuum doesn't appear to affect how the car runs. I don't believe it's dangerous to operate the car that way. As long as the hose doesn't rupture and leak, the car will run fine. Note that when the AIC valve cycles open (at idle w/ throttle closed) the hose "inflates" and lets air through. It's only when you rev the engine and the AIC valve closes that the hose goes flat, because the intake manifold is "sucking" on a dead end path.
