on drilling the outer ones out, is to choose a drill bit, just larger than the bolt. then you can always tap it later if you choose to use a sert or helicoil at a later date. if you have any of the inner ones stripped, i would just use the helicoil or time serts. drilling through the outer ones works well if you already have the valve cover on and want to fix it with minimal impact. you can just drill it out and use a larger bolt while the cover stays on. if you need to do the inner bolts, you might as well just use the coils.
