My Mom's 1990 base 3-dr. had similar behavior back in July this year, so I might be able to tell you a few things to check.
For one, if you have a spark tester, see if engine is getting spark at spark plug. Bright blue spark is good--maybe hard to see in daylight--yellow spark or faint or no spark bad, look for ignition problem. These cars don't operate the fuel pump if the LH "brain" doesn't sense an ignition pulse. So, if there's a problem in the ignition system, the fuel pump will run only a short time or not at all during starting attempts.
A common place, I've learned, for ignition to cause a problem is the electrical plug on the side of the distributor. Make sure this plug is firmly connected and that the plug and its receptacle have NO CRACKS. If you see cracks in the plastic, then that may be causing your problem. Try wiggling and reseating this connector when the no-start occurs. (I think your Turbo has the connector there, n/a '90s don't.)
Spark OK? Then listen for fuel pump to run (in trunk) while you have someone else crank engine. If you DON'T HEAR IT, then...
Fuel pump/relay/computer may be dying; you bypass relay by using a FUSED jumper wire, with spade lug connectors on each end.
I ended up doing the Bentley 16V book's test which bypasses the fuel pump relay:

In main fusebox under hood, remove fuses 27 & 30. (27 is hazard light circuit, 30 is fuel pump circuit--of course, pump had to be one of 'em!).
Jumper the passenger side terminal of fuse 27 position to the driver's side terminal of fuse 30 position (Reason for particular choice of side: driver's side is current OUT, passenger side is current IN from power source--battery or alternator).
If fuel pump runs then, your fuel pump relay may be going bad (or, as was the case on Mom's '90, the LH-Jetronic computer was bad), as this test sends current straight to pump. (The LH 2.4 computer, LH system relay, and LH fuel pump relay are located on (US) passenger's side footwell wall, right side, inside car, behind carpet.
If pump doesn't run, then check to see if fuel pump is getting 12V at connector under your trunk floor, left side circular hole. If so, then suspect the fuel pump is dying.
