in the later models (i.e. '92 and '93) to try to stabilize the heater temperature. This valve is in one of the hoses before the heater control valve, in the engine compartment, If I remember correctly. They are also known to go bad and are often replaced with an older heater hose. Maybe someone with a newer car can add to this?
