Hand break...break

I have an 88' SPG and today, the coldest day of the year yet (19 degrees) i pulled on the handbreak this morning so i could let my car warm up in neutral. I got back in my car and noticed the ease of putting down the hand break. I then realized after trying to get moving that the hand break was broken and locked into place. I played with the lever and what not them got out my Haynes Manual. Right now im just looking to remove the hand break so that I can actually drive my car. Yes i must fix it but that will come later when it get a little warmer. So my question is..can I just disconnect that cable from the caliper? Will this release the break? Also I dont think i broke a cable because it still works so is there a piece that is probably broken? and suggestions?
