I bought a set of super-cheap, super-rough rims for my autocross tires. To bring down the curb rash, I used a "flapper" wheel on my angle grinder. The flapper wheels work really well, but be careful, as they'll take down the metal in a hurry. It would be easier if I had a smaller tool for, say, 2" wheels, but oh well.
To fill in any nicks/cuts/grooves, I used JB Weld, which worked quite well (I had to rebuild about 2" of one rim's lip). I hand-sanded everything and sprayed.
Next time, I'm going to do a primer coat, which would have revealed several places where I had done inadequate finishing work. I may also fabricate a wooden sanding block with the same radius as the rim. Overall, however, they came out much better than I expected. Then, I took them to the tire shop, where some ham-fisted moron scratched them up nicely :-( Not having to pay was little consolation...
Oh, one last thing, at a pro wheel repair shop I've been to, what they do is mount the rim they're refurbishing on their tire mounting machine so they can spin it around while sanding, much like a potter's wheel. Wish I had something like that. BTW, this is where I learned about the flapper wheels.
