Another possibility...
That procedure talks about the bearing in the column. But the column itself is bolted to the dashboard structure with 2 bolts. Those can be loose, then the entire column (not just the wheel) will get loose.
Remove the knee bolster.
Look for 2 loose bolts kinda above/forward from driver's knees.
