basically if you are driving in that temp weather, and not stuck in stop and go traffic... the fans should not need to come on. fans should only be needed during slow or stopped conditions. If you have the upper radiator hose that is two piece with a sender in the middle, short the two connectors (the ones in the boot - you can push the boots up some and put a screwdriver between the blades of the sender, wiggle it around to cause a connection between the blades while the wires are still connected) to see if the fan comes on, it should.
the temp sender is near the hose out of the thermostat. wait until the engine is cold to not burn yourself. temp sender has a single wire with connector that slided onto the button face it. after you locate the sender, slide the wire off. have a buddy turn key to on position **** BUT NOT START*** On position is the one that lights the idiot lights and makes the fuel gauge meter move but does ***not*** crank. you take the connector and hold to the block and ask buddy what the temp gauge does. it should peg all the way to overheat. if it does gauge and sender are most likely ok (hey not much in the world of cars is ever 100%!)
I bet your radiator is in need of replacement. have you changed coolant? when you need to add do you only use distilled water, straight coolant, or the 50/50 mix stuff?
I, ok many of us, did the theromostat and the the sender and then the flush... only to give in and put in a replacement radiator. radiator makes the temp gauge run at 50% no mater how hard I drive.
