Sounds like the closed cell foam sealing strip around the edge of the lens might need replacing. My lenses were collecting rain water inside and I replaced the seals with OEM (from dealer) which are expensive... around $30 per lens as I recall. You might be able to use generic seal material but the OEM seal has a specific cross section profile. Anyway, that took care of the leaking.
As far as cleaning your lenses, you might try bleach - I would try it on a part of the lens that doesn't show at first just to make sure the clorox doesn't harm the plastic.... should be okay since clorox is sold packaged in plastic bottles but you never know. Bleach will usually dissolve organic material with soaking for a short time and can then be rinsed clear. I cleaned a front corner light this way which had algae growing in it.
I've seen quite a few used lenses for C900's on eBay or you can buy new tail light lenses from eEuroparts which is what I did as part of restoration.
