I'm curious why you've removed the AC belt. If the fan runs with the ignition and the AC on, there is still pressure in the AC system, so chances are you can actually still use the system.
All my cars the AC was DOA and expensive/unnecessary/dead weight so I pulled the belt and wired up the AC switch as an engine cooling fan switch. Not content with that, I finished removal of the rest of the AC system.
Be sure you're "swaping" (sic) in a relay from a 1991-1993 turbo if you've been junkyard shopping. Non-turbos from those years had a different relay; they were wired to wait extra-long to turn the fans on from the factory.
The problem I had with mine was first a failing thermoswitch (five bucks and twenty minutes cured four years of overheating) and next corroded connectors on the fan relay. The switch turns the fans on and off; the relay keeps them on a little while longer than the thermoswitch wants to, as well as after the ignition is turned off.
Failed thermoswitch: fans didn't turn on until the temperature was high, and by the end that was hedging on the red.
Failed/corroded relay connectors: thermoswitch would still operate the fans, but only in short bursts off and on, and not enough to actually lower the operating temperature very much if at all.

(also, if you've drained your coolant recently, be sure the system was bled and there is no air trapped in it.)
