Timing Question

Car is a 87 8 valve NA
My 8 valve bentley manual says to time for 20 BTDC at 2000 RPM, and has an illustration of the flywheel timing mark labeled with a "0" lined up with the mark on the plastic shroud. I originally thought that the mark on the plastic shroud is offset so that when aligned with the 0 mark on the flywheel the engine is timed 20* BTDC. But when I time for that point, the engine idles fine, but there's no power before about 3000 RPM.
I'm guessing that the illustration is wrong...SO for confirmation, to set for 20* BTDC, I need to align the mark on the plastic shroud with the position on the flywheel 20 marks away from the "0" mark, is this correct?? I'm assuming each mark represents 1 degree.
