Well, it could very well be the CC ECU...But regardless of that you will need to pull the Bolster to test switch on column and break and clutch switch, If the car is an Automatic there is also a switch with the gear selector which will only engage when your in "Drive" position.
(I have an 88 auto that you need to make sure its well in the D gear before CC will work.
When you where doing the pump test did the pump hold vacuum after removing the first ground wire? and if yes did the peddle switch or switches release pump when activated?
The bolster is a PITA to deal with but it gets easier each time you do it and you will want to leave it off to drive car around to test the progress of your work.
