It's normal for the steel/rubber gasket to fetch up "instantly". The rubber seal is slightly larger(thicker) than the thickness of the steel washer. You will never feel the rubber part compressing, only the non-yielding steel washer when it draws up - hard!
I don't know how many times you can re-use a rubber/steel gasket before the rubber embrittles to the point of uselessness. An annealed copper washer would probably last forever, I've used both types and never had a problem.
In a pinch, a good "Third World" substitute would be a washer made of a piece of cardboard like a "Match Book", that had been painted with a few coats of shellac. I've rebuilt many old British motorcycles with gaskets made of shellaced oaktag file covers. They never leaked any more than the original gaskets...
