Is he saying that the beam pattern changes, or that it actually flips from high beam to low beam? Is the high beam indicator light on the dash coming on when it flips to high?
If not, I would say someone tagged his headlights with a high-bumpered vehicle, and has cracked or broken the flimsy plastic nut on the lower adjuster screw. This little screw seems to be broken on 9 out of ten junkyard SAAB 900's, so it's clearly a weak point. Mine have been broken twice, once when I slid into the spare tire on the back of an SUV in a wet, leaf-strewn parking lot, and the other when a pickup backed into my SPG in my apartment parking lot. Both times nothing else was damaged, so nothing gave away the impact except when I turned on the lights and lit up under the car instead of the road ahead.
