Changing the size of the wheels won't alter the speedo, but when you change wheels, often the tire size changes, and that CAN affect speedometer accuracy. The speedo is driven off of the differential, and the gear train in the speedo (and odometer, too) are looking for a tire with a certain circumference. A tire with a larger circumference than stock travels farther on a single revolution of the wheel, so your speedo and odo will read slightly lower.
But note that it's also entirely possible that your 16" tires have a smaller circumference, and therefore your speedo will read slightly higher...
The best source for this information is a tire seller, like Tire Rack. There, you can compare tire sizes, and figure out which is which.. Or, check the link below....
