it looks like ECU is hitting its RPM limiter which is usually set to 6200 rpm, but either something is fooling the ECU or it went crazy. So if you don't have an access to ISAT or TechII diagnostic tools to see what really happens inside the ECU and what RPMs it is assuming it is running at, then you'd try putting in a good known copy. Please lurk around (over internet or here on this BB) for ECU p/no vs Model Year vs AMM p/no compatibility.
And once again: in a car with catalytic converter you should NOT pull a plug wire off a spark plug to check the cylinder running - doing this you will easily kill the coil and the dizzy rotor+cap (even in a non-CAT car) and if you go too hard on this, then you can kill your CAT. If you were an older C900 with no catalytic converter installed, then you could shut the engine off, pull the plug wire off and set if onto the breathe nipple on the thermostat housing and start the engine back on and look for engine performance differences - this way, with plug wire grounded (thru that nipple on the thermostat housing) you at least not would not kill the dizzy contacts or the ignition coil.

While it's quite unlikely for overboost switches to fail, I would also test yours - just pull the wires from that boy and short them together and see if you can go further above 1500 rpm. But once again: it's unlikely for them to fail and you appear to be hitting 1500 rpm limit whenever you press it hard (rapid intake pressure change) or slightly.
That thing looks like a white hockey puck with some nipples and a hose and two wires incoming and is located under the knee bolster right by the flasher relay. You can locate the flasher relay if you hit the hazard warning light switch and follow the ticking sound.
