Hey Dan, thanks for the great and informative reply, appreciate the info. I've already done everything you suggested - as for my experience level, I've been wrenching on 900s for going on a decade now.
As I mentioned, I had the drivetrain out earlier (to rebuild the gearbox, but I also replaced the manifold studs and gaskets, replaced the seals, all that stuff) and during that time, had the turbo and wastegate off the engine, both are good, installed correctly, etc. At the time, I inspected the turbo closely - it appears to be fine, spins freely, minimal play, etc and doesn't throw smoke under the little bit of boost I make. The car slowly generates modest boost (<6 psi) with the W line disconnected and my foot in it. This is what is stumping me. The turbo *should* work fine, and with the W line disconnected, should boost like a madman. I should have mentioned that I just put in a new muffler (a loud little Thrush deal) so I'm almost certain there's no blockages.
Maybe time to, like, quadruple check the turbo to intake boots? This is annoying.
