Ya, your going to have a hard time getting under the second layer structural metal to completely repair the rust. And if you don't repair it completely whats the point? I have a zero rust SPG that has a couple of minor dents in the hatch. I want to get behind them and punch them out, but the structural steel prevents me from accessing the backside of the bumps. Find another one and paint it if you have to. Or just keep looking for one that matches your color over the period it takes for your hood to rust through.
