If the heater control valve is open, then the cold air from the AC gets blown through the heater core which heats the air up once the engine gets up to operating temperature. Check that the rod from the control on the dash is actually connected to the valve.
You could also pinch one of the heater hoses closed with one of the pliers used to pinch closed heater hoses, and see if the AC runs cold then. If so, the heater control valve isn't blocking the hot coolant from getting into the heater core.
