if your electrical system isn't modified to by-pass that switch, it's got to have the toggling lamina in order to light the dome light even occasionally. Earlier you said your interior lights rarely worked which I read as they worked at least twice. This brings to conclusion that back to those days the lamina was there so either you lost it when opening the switch or somebody (read: electric technician that you asked to have a look at it) lost it before you.
If you can't find it, just first order and later install a replacement switch.
