Now that I'm looking at it closely I see the brown paper glued on the surface of the blocks. That's an old woodworking trick. I glued the two blocks together with brown paper (grocery bag) between them and then drilled all the holes. Then place a sharp chisel on the glue line and give it a smack and the blocks will separate perfectly and there's no lost material from a saw kerf. That way the split hole is perfectly round and the holes for the bolts are perfectly located to clamp the two blocks in alignment. Do that when making yours. A drill press is pretty essential of course. Ordinary Titebond wood glue works fine for that.
