Sometimes the throttle position sensor is either misadjusted or one of the sets of contacts inside the switch are bad. When that happens, the ECU doesn't know when the throttle is fully-closed and modulates the AIC valve open, raising the idle speed. Check for continuity between pins 1 & 2 on the throttle position switch with the throttle fully-closed.
Another possibility is a broken wire at the connector that opens the circuit for modulating the valve closed.
