No Headlights Issue - Revisited

So I've got my 90 vert back out and I'm determined to figure out the lack of headlight issue. For background all interior and exterior lights work, except the headlights. No high, no low. High beam indicator stuck on when turning the headlight switch all the way on, stalk doesn't turn the indicator on/off, even with the car off.
I replaced the headlight switch with a known good one, and the connections in the back haven't backed out.
Have a known good relay from my 92, but also have a 'certified' good relay for a 90. Connections under the fuse panel also haven't backed out.
I can trigger the relay to click with the stalk, but also if i ground out the red/white wire while its disconnected from the stalk. I'm assuming this means the stalk is okay as well. Also Both headlights themselves look good.
Now the interesting part
voltmeter shows 11.9v at the LEFT high and low fuses...but 0 at right high/low.
At the plug of the driver side bulb the voltage is down to .2V, slight discoloration at the ground prong.
So, I'm assuming the relay is good, the stalk is good, and i know the switch is good. All grounds look good as well.
