FWIW, my '85 SPG has the same problem, and it's the pressure sensor. Somewhere on here is a thread I posted where I cut one open. The problem I am increasingly finding is that the variable resistor in the sensor wears out and sends wacky signals to the APC box, resulting in erratic boost. These days, my SPG is at base boost more often than not. :(
The problem could be elsewhere - not really the air mass meter as if it were that far off you'd get a CEL, but possibly a bad fuel pump or inconsistent ignition. Truly, though, if it's intermittent it's probably electronic, and that probably means the pressure sensor or solenoid. I think in several decades of Saabs and more c900s than I can count my APC box failure count is 1. It pretty much never happens.
