Get a longer bent needle nose pliers for the job. Compress the ring on the fuel return line, and move it down about 2 inches. Very very carefully, try to move the fuel return line so you don't booger it up, use leverage so it pulls straight off the nipple. Do your best not to harm that line, and then clip off just enough off the end to get it back to a condition it will slip back on. Put some lube on the nipple before you force it back on, or the line might disintegrate. Find the right size bigass wrench to crack the nut on the fuel pressure regulator, and get it off once the return line is off. Before you take that nut off though, loosen the connectors for the fuel fittings to the rail.
I've changed one in under ten minutes with the tools handy, using what I know works. So, it's not a bad job, but it can really go south on you if things go wrong, like splitting the fuel line, or damaging the fittings on the fuel rail.
As always, make sure the engine is cold, have a rag to soak up gas that makes it's way out of the rail.
