Double check the wires that connect to the ignition switch since it was mentioned the reverse lockout was worked on. It sounds to me like one of the wires that goes forward, a power wire hasn't been connected or maybe two were swapped on the ignition switch.
Or, if the ignition switch is faulty. Or the clocking of the ignition switch to the ignition key gear is off a tooth or so, you are not connecting inside the switch when the key is turned on. Just guessing from the blind......
One thing I've done is take a spare ignition switch and pluck one by one the wires, then insert a spare gear into the bottom of the electrical ignition switch, and turn the gear. If the dash lights up, then you know the "clocking" of the gears in the lockout aren't meshing to turn the switch inside to mate with the power on. Man, this is hard to describe......
