The 2-3 shift can be clunky. Sometimes this is related to high (tight) adjustment of the TV (throttle valve) cable making throttle pressure in the transmission higher so the gears will engage more sharply as if you were stepping on it a bit more.
This is sometimes necessary. If the 2nd gear band or front clutch is worn, or the governor is sticky (due to band and clutch dust permeating the fluid), one quick remedy is to increase the throttle pressure so it engages with more force. Then the elements that are in better condition, like the 3rd gear clutch, will engage with a clunk. This is possibly the state of your car.
So one possible fix (that may or may not work) is a band adjustment. But counter-intuitively, the band you would adjust would be the second gear band - you would make it tighter. Then you'd decrease the throttle pressure (loosen the throttle cable JUST a hair). Then possibly your 2-3 shift would even out. Of course your transmission might also shift too often and too sloppily, because there's band and clutch dust everywhere. Then you'd be right back where you started.
It could of course also be that your governor is sticking a little and by the time you're going into 3rd the line pressure is really high due to the RPMs being high, so it engages with a clunk. Also a possibility.
My advice, therefore, understanding it pretty well and having worked on a couple of these, is that if it shifts at all, and doesn't have cold-startup problems (sticking in first due to stuck governor when cold), leave it alone. The 2nd gear band adjustment is a good thing to do if it isn't slipping yet. But beware there are many of these transmissions with different adjustment specs for the 2nd gear band. Changing fluid is also a good thing to do. If the fluid is full of fine particulate, try detaching the cooler and backflushing it with paint thinner or something. The dust likes to collect in there.
