The 900 CE ignition distributor retard mechanism 1237122973 were modestly enhanced over the standard 900 Turbo types, and very difficult to source. You will want to begin by confirming that the OEM diaphragm mechanism is intact by putting a hand pump pressure or vacuum at the unit's inlet nipple and look for a pressure or vacuum bleeding. Any loss in pressure would confirm that the diaphragm mechanism requires replacement. Many DIY customers employ a bicycle tire pump at the diaphragm's nipple, and this may allow for quick detection of a bad diaphragm assembly.
If the diaphragm is assumed to be intact, you might also check the internal distributor retard actuator armature port to pin connection which is found inside of the distributor. It is not uncommon to find these detached, which may be addressed via a reconnection.
