Regarding the tightening down of the plastic flange. I would use a decent washer to spread the load. Then, when tightening up, use the crossover technique, just a little at a time to alternate across the four bolt pattern. The torque would be measured inch pounds, so you would have to have a miniature wrench. That is a hard place to get to as well, I had to buy a special LONG allen 3/8 drive with a misalignment nub on the business end. Your bolts might be torx, it is hard to know what they put in, and then someone might have changed the fastener head.
