I had a similar problem with the driver's seat heater in my 9000. As I recall I used a pair of 2.7 ohm 100-watt power resistors in parallel, which yields 1.35 ohms and 200-watt power capacity, bridged across the seat back contacts. That worked out fine.
However I finally got tired of taking the seat out to fix the bottom heater grid and now I just use a seat heating pad that straps to the seat and plugs into the cigarette lighter. Works surprisingly well.
