I have no experience with the automatic transmission in the C900, however it is a Borg-Warner type 35 or 37, a front-drive version of the light-duty transmission AMC used from 1958 through 1971 and I'm familiar with those. (An early version was also used in Studebakers starting in 1955. Saab was the last car company to use this transmission.)

The AMC shop manuals for the Borg-Warner automatic have diagnostic flow charts that suggest if it does not shift properly check fluid for signs of excessive wear (debris or burnt fluid), and check the governor to see if it's sticking and needs cleaning. Kickdown cable adjustment should also be checked. The Saab manual on page 440-36 for "1.5 Does not shift" says pretty much the same thing, but also says to check the pipes between the governor and the valve body.
Some info here may be helpful in changing the fluid and accessing the governor, it looks like you drop the rear pan to get at it:

I would only change the fluid if what's in there is not burnt or gritty. If there are signs of excess wear the worn friction material floating around in the fluid may be all that's permitting the transmission to work at all. However if the fluid is just a bit dark but otherwise OK it should be safe to change, but save the old fluid just in case. You could try adding some Lubegard Red additive with the fresh fluid to help free up sticking internal parts.
