After-market electrical board discovered?

I have a 1984 900 Turbo 8V that has a number of niggling little issues (no tach, no turbo boost gauge, no cruise control, etc.) and I have begun working on the wiring. Aside from the fact that I found disintegrated insulation on every wire going to the driver side door, when I removed the knee bolster I found a box with nine or ten wires going into it, bolted to the left side of the car. It's about four inches square, yellow with white label saying "Dana Corp. Toledo" (see attached photo). Inside is an electrical board with god knows what electronics for whatever purpose. There are a couple of adjusting knobs.
Has anyone heard or seen of such a thing? There is apparently still a Dana Corp in Toledo but they have nothing like this on their web site.
Redoing the wires that are currently going into this board doesn't look like a very straight-forward effort. Advice on a process to follow is welcome.
