Glenn, these ABS systems are difficult to diagnose. For both experienced do-it-yourselfers and professional techs. (perhaps back in the day factory trained techs who saw these "all the time" had an easier go.)
See page 590-8 of the manual linked above for fuses, relays and grounds. Certainly where I would start. Someplace there are instructions on making a DIY tester for ABS system. Pretty easy to make, not as easy to tell the longs from the shorts in the ABS light. And even then, the results can be misleading or ambiguous.
