Generally, current flow is measured with an ammeter in series with the circuit. So the fuse would need to be removed and the current flow between the fuse terminals measured. In situations where there is a single conductor (wire), a clamp ammeter can be used to measure the current flow through the conductor without being in series with the circuit. But that is only good for a single conductor, not a cable with more than one conductor. The comment about using a jumper before connecting the ammeter to the battery is good advice since there is often a an initial surge when connecting the battery that may blow the fuse in the meter.
