Have you put 12V directly to the horns? That would be my first test. Once you know for sure those are working then work your way back. The clock spring is just a thin flat ribbon that moves with the turn of the steering wheel. It can break just from age and normal use and doesn't always trigger the SRS light which is why one way to tell if it has broken is that the horns stop working.
