With the idle jumping up *that* high, I'd suspect that the throttle position sensor is bad or ill-adjusted. One of the microswitches in the TPS tells the engine controls that the throttle is closed and that it is to be run at idle speed instead of trying to control the fuel mixture through the O2 sensor. I had the same problem on my '88.
If you have a Haynes or Bentley manual, check the section with the TPS for diagnosing it. You should hear a click from the sensor when the throttle is closed. Basically, two of the three terminals on the sensor should close (and I can't remember which two it is) when the throttle is closed. Check it with a multimeter. If it's open all of the time, you need a new sensor.
