You recently installed low rolling resistance tires, didn't you? These new tires do not have as much carbon black in them and causes the car body to act as a capacitor. When you grab the door handle, you form the path to ground and get shocked. I would think you could get some 'shazam straps' and place them from the chassis so that they drag the ground and continuousle ground out the chassis. I have not had to deal with this except with rental cars.
