Last august my wiper linkage, drivers side, decided to bind and sieze. Wipers went slow, then one day on the way home decided to stop. I had to remove the AC compressor from its mounting (four bolts), remove the wiper arms and boots, and wrestle the linkage out of there, tear it apart, and cleanengrease all the pivots. It took four hours. Getting the cable back on the eccentric pulley-thingie was obvious but frustrating.
To see if the motor is slow, disconnect the motor's connection to the linkage. Do not damage the plastic bushing on that connection. Pry it apart with a screwdriver after you've stopped the wipers halfway through their cycle with the ignition key. If there is anything more than slight resistance in the linkage with the wiper arms off the windshield or removed, this fix is required. If you need to do it, I'll e-mail you with an even longer procedure.
