Oil pressure relief valve/Murph?

Previous posts indicate that a stuck oil pressure relief valve is a possible cause of the oil pressure light (oil can) staying lit. Can this valve be removed and cleaned without much loss of oil? Or does oil need to be drained first. Can this valve be removed from the timing cover without removing any pulleys? I'm waiting for an oil sending unit but in the meantime I thought I'd try cleaning the relief valve. Also what indicates that replacement of the valve is called for.....what to look for? Thanks.
